I'm pretty sure having the negative test gives her a false imprisonment tort claim against the gov if they hold her.

I can't remember the case, but there's a case study about where a Kmart "loss prevention officer" thought he had caught a shopper lifting some goods. He followed her outside the store and confronted her, "making" her empty her purse and pockets. She had nothing, and her receipt matched everything in her bags. He then made her come back in the store and for 20 minutes walk around to every place he had seen her steal something from, then let her go.

She sued on false imprisonment and won her case. I'm pretty sure this would follow the same lines of thought. She took a test that was negative, the gov had no precedent or reason other than general fear to hold her.

Pretty much what it looks like to me. She doesn't need to be quarantined for public safety. She doesn't have the virus. She may be an insufferable bitch. I don't know. But I sympathize with her position.
