re: how long are the Buffalo's of Colorado going to be irrelevant?

I read somewhere a year or so ago that Colorado's administration or athletic department put self-imposed recruiting restrictions on the football program after the Barnett era. Not sure what that entails, but it sounds fairly crippling.
