It football at least you wear helmets and pads, but those rugby players don't wear any of that protection. So is concussion a problem in rugby? If so, is it as big of a deal as it has become now in football?
Or on the flip side, does wearing a helmet give football players a sense of invincibility to lead with their helmets during hits making them more prone to head injuries, where as rugby players focus more on tackling instead of big hits?

Yes they've made it into a bigger deal following on the heels of the NFL.
I think they're handling it the right way though. If a player takes a big hit and appears concussed the pull them out of the game and make them take a concussion test before they are allowed back in the game.

Concussions are a big thing in that there is a concentrated effort in identifying concussions and handling them properly. Being a contact sport, there will always be concussions but the frequency compared to football is not as high due to the tackling technique and being less willing to throw your head into an full speed 200 lb dude without a helmet.

Bingo
And it's a penalty for not going it right.
