based on past offenses of this matter, it is looking like this genius is staring down a fine of $10,000 - $15,000 per offense.

I checked with my friend at the NPCA, and even if it's chalk, she'll still be prosecuted. She might get a lighter sentence than if it was acrylic, due to the cost of removal, but it's till a federal crime.
