I had the same problem when I got my current phone number. I would get calls from colored folk at all times of the day or night. If you want them to stop calling you're gonna have to use the N-word... a lot.

donotcall.gov would be my first step...
Secondly, when they call? Ask to speak to a supervisor and explain the problem..
I can't believe they're not just taking your word for it right off the bat that the person they're calling to collect money from "doesn't use this number anymore"
