He knows the fastest way to the bench is to throw INTs, so this is likely a part of it.

This is exactly right.

The question is, how many incompletions and sacks are equal to one int.

It also depends on the type of int. An intercepted third down bomb is basically equivalent to a punt. So that's low risk.

However an int inside your own 50 is usually pretty devastating.

Harris has a quick release and throws the ball with some velocity, also has better touch throwing the screens and roll outs. Throws very well on the run. He also is a more effective runner and is much more decisive both in the pocket and when to take off.
