Why aren't all the small market teams fighting this?

Because good small market teams like the Grizzlies or Pels could remain competitive, barely miss out on the playoffs, and end up with a top 5 pick. I'm fine with it considering how competitive the West is.
Still wish the lottery was based 1-14 on record alone and conference affiliation was ignored though.
