I have never understood why it doesn't go by W/L record.

Because getting 1 player can change the trajectory of a franchise in the NBA way more than any other sport tbh.

Basketball is a sport where it is extremely easy to intentionally be bad. On the flipside, one player turns a team from a laughingstock into a contender.

Some teams in the late 70s/Early 80s were just absolutely abysmal...intentionally so. It was really bad for the sport so they tried to take away the incentive to be intentionally terrible.
