Police service is an obvious service that would be provided by the St. George city government.
They specifically say SG's only "policeman" will be the chief of police since that is a requirement for all municipalities to have a chief of police unless the city gets an exemption from that requirement of the Lawrason Act of the legislature which governs municipal requirements. The SG chief of police will only be responsible for coordinating security for SG with the EBR sheriff's office.

You have repeatedly expressed your disbelief in the document you linked. Why are you expecting it to be believable with respect to a police force?
I believe that the people who get elected to govern St. George, if St. George becomes a reality, will want more control over law enforcement, and they will establish a local police department. Politicians seeking to increase their power is more the rule than the exception.
