that code is for desensitizing resin. if your dentist placed a large filling, he was worried about you having sensitivity or requiring a root canal in the future. he placed the 'medicine' in an attempt to prevent you from needing further treatment. so you should thank him and call your POS insurance company and ask them to explain why they refuse to pay for treatment your dentist has deemed necessary.

per CDT all liners and bases are included. Codes D9910
“desensitizing medicament” & D9911 “desensitizing resin”
codes are ”not to be used for bases, liners, or adhesives
used under restorations”
