They marked him at the 26. Penalty made it half the distance to the goal. Next play was at the 13.
But why was it half the distance to the goal? Wasn't it a 15 yard penalty?

Its whichever is a shorter penalty. Pretty much anything from the 29 in is half the distance where from the 30 out its a 15 yard penalty.
