where is the Wal Mart that they are talking about?
It must be the Wal-Mart neighborhood grocery store on Old Hammond. It looks like the drainage ditch between their two parking lots.

Right behind the McDs dumpster no less. I figured those rats would be fatter after munching on all that grease.
Also, that McDs no doubt has a contract with an exterminator to treat the building monthly. Most businesses, especially food places, do. Just because they are out back doesn't mean they are in the building itself.

The old Ralleys at Veterans and Bonnabel in Metairie was infested with rats. There were hordes of them living under the building's slab. From what I was told you could look at the overnight inside surveilence camera footage and as soon as they closed the rats would run wild inside the building. They had to shut down because they could not get rid of the rats. The building was torn down and a new one built.
