I reserve judgment until I see the kids arrest record.
Nothing necessarily justifies cops using that much force but it sure seems rare that cops are beating the shite out of completely innocent people.

Often I see people here saying they would like to kick the shite out of some tpos "if I find the guy that broke into my truck I'm gonna kick his arse" seems to be a common theme here.
In this case you see tax dollars at work. Paid officers take a young criminal who likely has just victimized somebody and provide the arse kicking and eliminating the need for the victim to have to get their hands dirty.

Pussification. It was a punch, who fricking cares? If you don't want to get fricked up by the police don't break the law/resist arrest. Maybe the tpos that got punched learned his lesson.

Pretty sure cops aren't trained to throw right hooks and pistol whipping.
Tell him to get down.. does not comply, then taser. If you do not have a taser, threaten use of a baton. If the threat doesn't work, beat the legs.
I don't understand why some of these cops are that retarded. These two should both be fired and not hired anywhere again as law enforcement.
ETA: I am a wannabe cop, who has family in law enforcement. Thankfully none are this useless and stupid.
