Here's the kicker...I asked the cop who was issuing me the ticket why the speed limit is only 35. He said that Louisiana law dictates that any road that is not designated as a highway cannot be more than 35 mph. Essen Lane is labeled as a highway and therefore is allowed a 45 mph.

Why the hell would you not upgrade the status of Staring since it's now 4 lanes?!

Because it was residential, mostly, before. I don't remember the speed limit before the widening. Was it 35?
