Instead of targeting a specific WR, I would look who is in need at the TE position and work from there. You should definitely be able to get more for Julius, he has name recognition and nobody probably trusts Donnell enough yet to give up much for him.

Julius is the safer bet and is a top 3 TE. You'd be able to command more in return for him if you're willing to roll the dice with Donnell. I think Donnell will be solid all year, but he might come back down to earth and be mid tier TE1 instead of elite like he has been the last couple weeks. You should still be able to get a mid range WR2 for Donnell if you find someone who really needs a TE.
