Didn't he preside over the creation of the surplus? The last governor didn't leave enough in the bank to buy a used Ford pickup.

I think there was a surplus from fiscal year 2010 - 2013 (he was sworn in as governor in early 2011). In 2012 he passed a ton of bills that gave out a lot of tax cuts to everyone from the lowest income bracket to the highest, as well as small businesses and this has set the state on a path to failure.
