In today's economy a state like Kansas would need to have something extraordinary happen to put it ahead of the oil states, the sunbelt states, etc. N Dakota got lucky(oil) Kansas isn't that fortunate.
He took a surplus of 700m and turned it into a 240m deficit which in turn caused Moody's to downgrade the state's bond rating. I would say he has actually hurt his state during the recovery.

Didn't he preside over the creation of the surplus? The last governor didn't leave enough in the bank to buy a used Ford pickup.
