If you don't turn off find my iPhone, you can render the phone unusable remotely. Any regular buy back service requires the same thing. You should have already done that when you reset the phone back to factory before selling.
Edit: from buyers perspective, what if the seller is refusing to turn off find my iPhone because it's not actually their phone and they don't have the password?

Well, yeah. I will definitely do that before I ship it. Why do I have to do it before he pays?
