Fringe season 1 question

I'm finally rewatching fringe and something is bothering me.
Why the hell is Sanford Harris bossing the fringe department around? He's in internal affairs, how does he have the authority to direct investigations, move around officers and tactical squads, punish agents, etc? I don't understand it, and he bugs the hell out of me.

I really don't remember Season 1 that well. I had to look on Fringepedia to see who you were talking about.

He was one of the weaker characters and his plot made no sense.
He reminded me of everything I didn't like about the obstructionist government in X-Files.
Not to mention he committed some kind of sexual assault and yet he was released and given a position of power.
Nothing about his arc made much sense. Just when I was about to start hating the show, he was removed nicely.
