Actually, "common sense" dictates the President - as a civilian - should not salute at all. Until Reagan came along.

No, common sense does not dictate that - as a sign of respect, there's a legitimate reason why it is acceptable albeit not mandatory. But the protocol should be either do it or don't, but don't do some half arse or improper gesture if you are going to bother in the first place.
