You can certainly accidentally step on a guy like he suggested.
Unfortunately for him, the video of what he did is not of that. He literally comes down harder with his landing foot and stomps him. It's not that he made no effort NOT to put his full weight into it, it's that he clearly tried to land as hard as possible,

definitely looked like he drove his foot into his stomach. he definitely could have just fell forward instead of planting his foot.
