I'm not so sure about the "resources" part. In my experience, it costs significantly more to educate a child in an alternative setting such as this, as opposed to regular school.
I am not versed on NCLB, but if it's anything like most law, "fair" is based on "$$$, and what Madison is providing might pass the test.
