I've been brainstorming on that for awhile.
You don't want someone to tank for the top pick in rookie draft, but you also want to give a shitty team the chance to rebuild- especially if a new owner is taking over.
To start, this league should be competitive AF. Down the road, the rookie draft has to give a bottom team the chance at rebuilding.

I just don't see many teams tanking for a top rookie. In our league, teams tank to collect multiple first round picks. They offer guys that they would likely keep in a dynasty. In the dynasty leagues I have been in, tanking has never been an issue because there's not a lot of value in going that route.
