Easily adjustable. If they are female and own property then they can vote. If they are black and own property they can vote.

And to vote at all, whether you are black, white, brown, orange, yellow, purple or green, you must take and pass a citizenship test every two years.

There are some people who vote in the presidential election who can't tell you where our nation's capital is located and many more still can't tell you who their congressman or senators are.
