I know what he means, basically that when pursuing a woman most of the time they say no initially but in their mind they want you to work for it before they say yes. It's usually obvious if you watch their physical response rather than verbal. It's part of the game.
That said, this was stupid if Rush to say and he does conservatives no favors by saying this type if stuff because it can be taken out if context and used as ammo to perpetuate the war on women meme

So, according the the university policy Rush is talking about, consent for sexual activity cannot be given while intoxicated. I'm assuming this means that anyone that gets consent from an intoxicated person has committed rape, if not criminally, certainly with regards to the university.
Therefore, to be assured that one does not commit rape, one would literally have to perform a breathalyzer upon receiving consent for sexual activity. Any girl that willfully engages in sex but has a BAL .08 or above has been raped in the eyes of the university.
Why don't you focus on that insanely oppressive policy that progressive culture has wrought rather than what Rush Limbaugh says tongue in cheek?

you'd have to do a full drug test, b/c even if the alcohol levels are low/0, after waiting about 48 hours a person can pull the "i must have been drugged" card. by that point, it will be called a "date rape drug" and conceded to be out of her system

It is even crazier than that. The policy clearly states that consent to one act does not mean consent to another. Therefore, if a guy has received consent to have sex with a girl and he is in the act of having sex with her, he is committing sexual assault if he touches her breasts while doing so if consent for that act has not been received.
