I don't understand the meaning of your statement.

Only one State Dpt was on watch and ignored the requests to beef up security leading up to 11 Sept 12.

Clinton, Bush II and Obama State Depts have all ignored the 1999 ARB's statements on what needs to be done to help keep such events from happening.

If you want to get extremely technical, this also includes the Reagan and Bush I State Depts as well since many of the 1999 report's recommendations came from the report issued after the Beruit embassy bombing.

When some failure covers so many administrations, it's either an amazing amount of years' worth of gross incompetence or it's systemic (or some of both, I guess).

I see.

On the other hand, only one administration's State Dept ignored the security warnings that piled up before 11 Sept 2012, so, I would hesitate to blame Bush for ignoring the clear signs of impending attack that arose some four years after Bush left office.

Others may disagree.

Rex, a want, and Vegas Bengal all pulling a Biden in this thread by laughing at a serious issue.

By the way, Romney/Ryan have been proven correct on many, many issues since those debates.
