They probably wouldn't if they had a strong male role model that taught them how to defend themselves.
Unfortunately in today's society either the man in their lives are pussies or they're being raised by a single mother who has no clue on what it takes to make a little boy into a man.
Throwing around the word "bully" may resolve the immediate problem, but the kid still doesn't know how to stand up for himself.
