didn't the SCOTUS dismiss the prop 8 case because Cali chose not to defend it and the court had never and will never allow private groups to defend state laws when the state will not?

It was because Governor Jerry Brown and General Attorney Kamala Harris both refused to defend Prop 8 even though it is their duty to defend all laws passed by the people of the state of California.

If by "Cali" you mean the Governor Jerry Brown and the Attorney General Kamala Harris then you are basically correct.

However, it is the duty of the Governor and the Attorney General to represent the people of the state of California and defend the vote of the people in court.

The people wanted Brown and Harris to defend Prop 8 in court but Brown and Harris refused to defend Prop 8 because they both were opposed to it and they knew that would frick up the defense of Prop 8.
