Finished Floor Elevation needs to be 1' above BFE

You're looking at the relativity of your lot elevation (4') versus Base Flood Elevation OF YOUR LOT (which according to you is 8')
From your 4' elevation, however you get your finished floor elevation to 9' is up to you.

Now this 1' above BFE requirement is in Ascension mind you, i'm pretty sure the same goes in EBR and Livingston.
