Seems the government solution to any problem is creating a negative consequence versus a positive incentive.

Instead of telling business why they shouldn't go over seas, encourage them to stay by offering incentives.

Problem is, business have been demonized for so long, no one views them as a positive anymore. Instead of being associated with growth, jobs, etc... they have become synonymous with evilness, greed and negativity.
