It certainly did damage. Rather than forcing the destruction of the "clunkers," they should have just offered up a tax credit for certain fuel reducing cars. It basically was a real world example of the broken window fallacy taught in most 1000 level economic classes.

A bit simplistic as a baker is going to spend his money on a suit instead of the now needed pane of glass. whereas people don't (not those driving clunkers) just go out and spend on a new car. They save. CFC replaced saving with spending.
