20 to 25 briquettes doesn't sound like enough unless you have a pretty small grill. To be thorough, you can boil some water and place the probe end of your thermometer in it to test its accuracy. Like others have said, ditch the briquettes and switch to hardwood lump.

I bet the thermometer is either fried or is in need of calibration.

I second the advice to switch to lump charcoal and will also add to clean out the firebox so that ashes don't impede your airflow.
