if its behind the LOS and the RB is tackled,, it is defensive holding. If the defender engages the RB as if he was being blocked, then its not usually a penalty. Think about defensive holding along the LOS. When a defensive lineman drags down an OL, then that is holding. If they are engaged in blocking, then everything is fine. Same thing goes.

No, he can't. Don't listen to those people. You can't blatantly tackle any eligible receiver

You folks need to get a rule book and read rule 7 for this. Still, the rules apply differently according to the situation. A receiver behind the line can be knocked on his arse anytime. His position along with where the ball is thrown (behind LOS) is very much the focus of the penalty.
