The report says the standoff lasted more than one hour. How in the hell were there still children in the vicinity when the shot took place?

Admittedly, I put the "filled with kids" part in there for rhetorical flare.
Doesn't change the fact that he had a fricking gun. He could have shot it in any direction (not even pointing it directly at cops) and killed someone from a distance.
If you cross that red line, you dead.
