Without going too deep into it, they don't have the budget to do what they wanted. So they're too busy shopping out subs and asking for value engineering.

Isn't that St. George district? When I was in volunteer FD, they were the FD everyone envied. So much more money than other areas. They always had new trucks, new Nomex, etc.

Are you saying the GC went in wih a low number or that the owner went into contract with a low bid that was more than their budget and is now delaying the project to save money?

Either way, your statement doesn't make sense. If the GC fricked up their estimate, the last thing they would do is "not do what they wanted". If the owner didn't have the funds, it wouldn't have gone to an executed contract. I'm assuming this is a public bid project which means public funds are verified and ready to be used once the plans hit the street for bid.

Statements like yours is the reason contractors have a bad reputation.
