I would still put Bush/Obama just a hair ahead of them due to doubling down on the patriot act, frick ups in the Mideast and instituting economic policies that has absolutely handed the American middle class their asses on a silver platter.

Great Society which we still have growing as a malignancy, Vietnam, Stagflation, interest rates in the mid to high teens, the CRA which was the seed for the housing bubble I think trumps the current 16 years.
