The NFL has been slow. They're also holding off on Aldon Smith's punishment. It could be to research the punishment in light of a possible court of arbitration appeal, or just a deliberate time wasting measure to ensure no appeal can happen before the season.

One of the Browns' "fan blogs" posted an interesting argument that the NFL wants to settle but Gordon's team thinks they can get off with nothing.
Basically saying they are prepared to take the NFL to court to fight this and drag it out. Obviously the NFL doesn't want that and is willing to settle.
I guess it's going to be whatever side budges first.
