Hate to put it so bluntly, but it is indicative of an inner-city culture where nothing is the fault or responsibility of those that live in that culture, and everything should be provided (given) to them by the government. This culture has now taken root for 3-4 generations (at least) and it is reinforced daily by the media.

I don't know what it will take to break this cycle, but at some point something has to give or it will blow up.
