If cops are so well-trained, I don't understand why it would be so difficult to, say, shoot this guy in the kneecap or something. He has a knife. You have guns. Or maybe even taze him?

At any rate, they saved the state a boat load of money.

You never use non lethal force without deadly force over watch, period. If it is ineffective you end up dead or seriously injured. You shoot to stop a threat. Best place to put rounds to stop a threat is 1 the head and 2 center mass.

Someone has been watching too much TV.

Only in the movies can a guy shot someone in the leg from 30 yards out while the suspect is running, and the shoter is falling down...

A pistol is accurate within only a few yards.

Now couple that with the fact that an officer is an intense confrontation and only has one, maybe two seconds to react. Think of 'buck fever' but your life is on the line, make the wrong choice, you end up in the morgue or severaly wounded.

The suspect is moving and most likely threatening the officer, the suspect is not stationary with a huge bulls eye painted on his leg.

Because police and military are TRAINED to not aim for, say, kneecaps.

You are trained to aim for center mass... greatest likelihood of striking your target and stopping the threat.

When using small arms there are no warning shots and you aren't aiming to wound. There's a reason that it's called deadly force.
