Your using data of the worst of that time to trash the while of that time in a gross oversimplification.
I'll try this again...
Imagine if someone was trying to compare living in Louisiana to living in Alabama. On the one hand they cite the govt projects of New Orleans and on the other hand they cite the muli-million dollar country clubs of Mountain Brook for Alabama. And they use these two factors as to why Alabama is a better place to live.
