To an extent yes, but nothing is stopping TAPPS from becoming a strong private league. They have the numbers and the student population to be at least as good as any private league Louisiana could put together. It's obvious the publics don't want to play with the privates anymore, so the privates shouldn't feel the need to stick with a group which doesn't want to be together.
