Hell, my own light blinds me half the time. Like someone mentioned, if you aren't close enough to see land, it's actually worse to have lights than not.

Yesir, that's my point. I have done a lot of running at night and have found unless there is absolutely 0 moon and low heavy clouds you are better off running with just your nav lights and any instruments dimmed way down to let your eyes adjust. Not only do spotlights blind other boaters but I believe some people get a false sense of security running with them because they don't realize they are totally blind passed the relatively short distance their beam is throwing and if they are on plane that distance can be covered way to quickly to react.
