yes. Buying from an individual, all you pay him is the purchase price. Then you will have to pay the sales tax based on the bill of sale purchase price, taxes and title at the courthouse when you go to get your registration.

Correct. The individual you are buying it from is not an institute that can accept taxes. You will pay taxes on the book value set by the DMV.
