CONUS.
That basically sums up the difference between Title 10 (Regular Army, Reserve Soldiers on AD) vs Title 32/SAD National Guard which do have DLA as long as it's the state that is paying them and not Uncle Sam.

Did not say it was. That was not the focus of the article. It was ATP 3-39.33. And since I can find it on adp.army.mil I know it is current Army doctrine.
As far as the read of your post, you are correct. It is open source information.
As far as the information regarding Title 10 of US Code versus Title 32, yeah, I kind of know just a little bit of it.
