It is definitely possible to make gifs in Ps, that's how I used to do it. But if you can find a way to get AE, I would highly recommend it. It just makes everything easier and faster.

Freek does his in PS. It's very time consuming, but possible. He has said that some of his bigger gifs have taken him a good 6 hours. I don't have the patience to spend that much time on a gif
I messed around with Ae for a little bit, but never really got into it.
