Not familiar with LA law, but is that stand alone violation. In other words, does it constitute PC for a vehicle stop in LA?

I was stopped about five years ago by a state trooper who was going the other way on a non divided highway that whipped around in an intersection to pull behind me and stop me.
Was talking to a detail police officer (local pd) @ my job, that told me the law had relatively recently been changed to allow this as cause for a stop.
Again, this is about 5 or 6 years ago, and just a personal anecdote so tifwiw.
Eta:
I also frequently see Denham Springs PD on motorcycle ride between lanes on Range scanning and pulling people over. Guess it could be for seatbelts though also.
