this works, and both ways
if a kid is being a obtuse punk, the cops will be able to explain in objective terms
if the cop is being a complete a-hole the citizen will be able to display this in objective terms

It's a workable solution and with current technology it's not that expensive.

Aside from cost, there would literally be no down side. Although now that I think about it, personal camera equipment seems like a much better investment for police departments than MRAPs, body armor and grenade launchers.
