It does seem like the Head Quarters would have kept a copy of each and every book stored away somewhere safe.

Would have made sense.

nah they dont even keep plain issues. they toss those things out. they just bind a bunch of issues into a bound book for research purposes. editors will keep trades in their offices.

but no, they arent collectors like the fans

DC kept the final production art of each page (which is why they were ahead of most others when it came to reprints). Original art and comics tended to disappear from the comic companies.
