He had it on a leash but it was attached to his 9 year old daughter. The dog even snapped at her when she was trying to hold it back.
The guy obviously saw me clock his dog upside the head because he came outside less than a minute after but said nothing to me.

shite the neighbor and his wife are outside fighting now. I'm sure it's over what went down.
ETA - It's definitely over what went down. The mom is pointing to the empty field behind their place and talking about the dog.
