If Cooks turns out as good as we think, then there are 4 legit targets. So I can see justification for the #2 ranking.
Graham, Colston, Stills and Cooks will likely be the best set of targets Brees has ever had.

The only potential starter at WR who is unproven is Cooks. I'd say Stills absolutely proved he can play in this league.
